Background
The Ministry of Energy and Water Resources (MoEWR), with support from UNDP under the
Climate Promise Project, is implementing initiatives to support Somalia’s transition toward clean,
affordable, and sustainable cooking solutions.
Somalia continues to face challenges related to dependence on traditional biomass fuels such as
charcoal and firewood, contributing to deforestation, greenhouse gas emissions, indoor air
pollution, and negative health impacts, particularly affecting women, children, internally displaced
persons, and vulnerable households.
The project aims to develop a National Clean Cooking Strategy (NCCS) aligned with Somalia’s
National Transformation Plan and pilot clean cooking technologies, particularly electric cooking
solutions, through policy development, market strengthening, stakeholder engagement, and
innovative financing mechanisms.
MoEWR is seeking a qualified National Consultant to provide technical support, coordination, and
analytical inputs for the development of the National Clean Cooking Strategy and piloting of clean
cooking technologies.
