Director General's Message

Mr. Abdullahi Hassan Adan’s the Director General of the Ministry of Energy and Water Resources has a robust career with significant contributions in public policy and program management, particularly within the sectors of fisheries, blue economy, and community development in Somalia. As the Director of Blue Economy at the Ministry of Fisheries and Blue Economy since 2022, Adan has managed daily operations and played a pivotal role in developing strategic directions for the ministry. His achievements include drafting the National Blue Economy Strategy, contributing to the Somali Fisheries Master Plan, and aiding in the formulation of the Somali Fisheries Law 2023. His role involves intricate negotiations with donor agencies, providing technical advice on policy and corporate planning, and ensuring the alignment of planning activities with strategic objectives.

Prior to his current role, Adan held several positions that underscored his expertise in logistics and operations management in conflict-sensitive environments. From 2017 to 2020, he served as a Logistics Adviser to the Somalia Lifeline Organization, where he implemented operational strategies, coordinated annual project plans, and monitored program outcomes to ensure efficiency and effectiveness. His role extended to training electoral boards and elders as a member of the Southwest State SEIT committee from 2020 to 2022, where he oversaw the electoral process and ensured the implementation of agreed roles by federal and state authorities in Somalia.

Educationally, Adan has pursued a master’s in public policy and governance from Nairobi University, augmenting his Bachelor of Arts in Development Studies from the same institution. His academic and professional journey is complemented by a Diploma in Human Resource and Management from the Kenya Institute of Management. Adan’s skillset includes leadership, strategic planning, and ICT proficiency, particularly in databases and office management. His bilingual fluency in Somali and English, alongside his experience in various advisory and managerial roles, positions him as a competent leader capable of navigating complex challenges and leading initiatives that impact community and economic development.
