1.1: Brief overview of the report

The Ministry of Energy and Water Resources of Federal Government of Somalia is submitting its annual performance report for the year 2023. This report highlights the key achievements made by the various sectors under the planned activities within the mandate of the Ministry and the commitment sheet activities from the Office of the Prime Minister, which was signed by the Minister of Energy and Water Resources of Federal Government of Somalia, H.E Jama Taqal Abbas and The Prime Minister of Federal Government of Somalia, H.E Hamse Abdi Bare. The Ministry has made a significant achievement in both water and energy sectors and delivered 90 % for the annual planned activities under the mandate of the Ministry and over 76% of the agreed activities on the commitment sheet, while the remaining 24% will be transferred to the current commitment sheet and completed in 2024.

1.2: Key highlights of achievements and progress

for the Energy Sector, National electricity act and National Electricity Authority have been approved and operationalized. The The National Electricity Authority board has convened its first inaugural board meeting in October 2023. In addition, 90% of the design for construction of Sub-transmission and distribution network reconstruction, reinforcement, and operation efficiency for the major load centers of Mogadishu have been completed while the remaining 10% of it is bounded to validation of energy service providers as soon as possible prior to its implementation in beginning of the next year (2024).  Currently, the design of five major cities in Federal Member states of Somalia is under way and is expected to culminate in the next year (2024) while the installation of solar off grid systems to public institutions (Hospitals and Schools) is currently in-progress and would be completed in the year 2024.

Regarding water sector, the Ministry has made a significant achievement in both planned activities under the mandate and for the participation of stabilization activities. 16 Boreholes have been rehabilitated in the newly liberated areas of Somalia and a new deep borehole (1) was drilled. These boreholes were rehabilitated and drilled in various locations across the country, where most of the communities at these locations have experiencing harsh drought from the climate change and complete displacement resulted from the war, and thus, include Maxaas and Baxdo – Adado districts in Hirshabelle and Galmudug States respectively and are among the districts liberated in addition to Gedo region, Jubaland State (Table 1.2, Appendix).
