Subject: Endorsement of Optimized Cost Electricity Generation and Transmission Development Plan for Somalia.
The Ministry of Energy and Water Resources of the Federal Government of Somalia is pleased to announce the official endorsement of the Optimized Cost Electricity Generation and Transmission Development Plan (OCEDP)—a strategic 20-year roadmap designed to guide the sustainable growth of Somalia’s electricity sector.
This endorsement follows a comprehensive study conducted by the Ministry to assess the current state of electricity generation, distribution, and transmission systems across the country. The primary objective of this initiative was to develop a phased and cost-effective implementation strategy that ensures reliable, affordable, and sustainable electricity access for all Somalis by the year 2045, the OCEDP outlines a clear path for identifying and prioritizing potential electricity generation projects, drawing from a diverse mix of energy sources including hydropower, solar, wind, geothermal, and fossil fuels. It also evaluates opportunities for regional electricity imports and exports, based on existing studies and comparative tariff analyses, to optimize supply and demand across borders.
This plan represents a cornerstone of the Ministry’s broader vision to re-establish and modernize Somalia’s electricity infrastructure. It lays the foundation for future achievements, including the creation of an enabling regulatory environment and the establishment of the National Electricity Authority.
The Ministry remains fully committed to enhancing both the demand and supply sides of electricity generation and transmission. Our goal is to ensure that every Somali has access to dependable and affordable power—an essential driver of economic growth, social development, and national resilience.
