The Department of Safeguards and Resilience Development is responsible for ensuring that Somalia's energy and water sector programmes are implemented safely, sustainably, and in a manner that protects communities and the environment. The Department embeds environmental and social safeguards, disaster risk reduction, and climate resilience into the Ministry's planning, projects, and infrastructure investments.

OUR FOCUS As Somalia expands access to energy and water services, the Department works to ensure this growth is resilient to climate shocks, protective of communities and ecosystems, and aligned with continental best practice. The Department serves as the Ministry's institutional focal point for safeguards compliance and resilience-building initiatives, partnering with development institutions to strengthen technical capacity across the sector.

Department Overview
The Safeguards and Resilience Development Department is the technical authority within the Ministry of Energy and Water Resources responsible for protecting people and the environment, and for building the resilience of the energy and water sector to climate change, disasters, and other shocks.
The Department was established to ensure that Ministry-financed and donor-supported programmes in the energy and water sector are planned and delivered responsibly — minimising harm to communities and the environment, addressing land and resettlement impacts, and strengthening the ability of infrastructure and institutions to withstand climate and disaster-related stress.
The Department works across the full project cycle, from screening and design through implementation and
monitoring, and provides technical guidance to Ministry leadership, regional offices, and implementing partners
on safeguard compliance and resilience planning.
