The Government of the Federal Republic of Somalia has received funds from the World Bank towards financing of the Horn of Africa – Ground Water for Resilience (GW4R) Project ‘GW4R project being implemented by the Ministry of Energy and Water Resources and intends to apply part of the proceeds for engagement of a consulting Firm to conduct Consultancy for Somalia Urban Water Services
The Consulting Services (the Services) is to review the institutional settings and existing water services delivery modes, and to develop standardized water service delivery models for small and middle-sized cities in Somalia, contribute to an improved understanding of how water services are currently provided in Somalia’s cities and their linkages to sanitation and hygiene, develop models for how Somali authorities and partners can foster improvement in the water services provision, for water services to become more equitable, efficient, and environmentally and financially sustainable; and make recommendations on how Somali government authorities and partners can improve existing water services delivery conditions and the supporting institutional framework for urban water services.
The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR).
The consultant service is expected to be conducted and reports delivered within 30 weeks from commencement.

The Ground Water for Resilience (GW4R) Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
- Core business of the firm and at least 15 years of cumulative experience of delivering expertise in such areas as rural and urban development, water resources management, supply, distribution and use of water, analyzing and arranging public and private services, institutional analysis and gender and pro-poor studies.
- Experience of conducting similar assignment (Proven, verifiable, and substantive experience of working in Somalia in areas relevant to the assignment, such as arranging urban and rural water services, governance and regulation, public and private goods of different types, and promoting pro-poor and gendered interests in development). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
- Experience of relevant services in an environment similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only the structure of the organization. Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
